Speaking for php-app, you can change the store to load the data from something else than the flat files in the default setup, for example, the store_pdo file uses a database. Something more dynamic seems possible to me, but it's not really made for that.

The use case was "use as a website backend", and it works fine for the one site I wanted to use it on. Just a few XSLT's on top of the store and WLW to edit pages.

The downside, of course, is that it's php and badly documented, but some classes might be useful (xml:base, mime, encoding) for someone and that's why I published the code.
